20 down is my last one:

"It should discourage singers - what might they be doing outside? (6)"

I have O-E-T-

I strongly suspect "OMERTA" which fits with a definition at the start of the clue, but how does the rest of the clue work?

The definition of 'omerta' is the mafia code of honour requiring silence about criminal activities and stressing the disgrace of informing (singing), so this would fit the first part of the clue ....but I cannot see the rest of it, either ?

It appears to be an "&lit" clue where the entire clue is its definition. This type of clue is often signified by a ? or ! at the end
