Stuck on last one, 23 Across Wrap cloth round Welsh town. I have?O?E?C?W? Any hints appreciated

Must be PORTHCAWL, I would have thought (anagram of WRAP CLOTH); perhaps your E is incorrect?

I don't think I would ever use it like that - I would either say "precede" or "go before".

It is simply a short way of saying - go before.

Without the 'E' it is to do without usually.
