Your quote could be a paraphrase of this: Exodus 15:1

"Then sang Moses and the children of Israel this song unto the Lord, and spake, saying, I will sing unto the Lord, for he hath triumphed gloriously: the horse and his rider hath he thrown into the sea."
(KJV)

Considering the language of the time, "... the horse and his rider ..." might have been another biker (in a race?). Rumour has it that the Lord had a 100 Shekels on Moses. No idea what the odds were.

Thanks syzygy
The number of hits on Google for the "triumph" phrase is amazing - but if they give any reference, it is to each other. I scan-read Exodus, Deuteronomy and Numbers, but didn't spot anything. The Bible needs a searchable database!

The bible does have a searchable database in a way....... there are several online religious Concordances. if you google 'concordance' and take your pick.... then just put in the relevant word...
