Can somebody please help with parsing two answers, both very small words, which beat me!

4 down. Verse that's touching about husband upset brother! (5). Answer is rhyme, buy why - other than rhyme = verse?

16 across. River - first of rivers not in sequence (4). Answer is Oder, but why other than Oder being a river?

touching (touching on a subject) = re
H (husband) and My (brother) - an exclamation???

That's what I call a very loose clue!
