I have the answer but wonder whether there is an error in the clue... shouldn't 'state' be 'city'?

the same abbreviation applies to a state and a city (the city isn't in the state).

Oops... sorry... I was forgetting that particular state... it's still too early in the day for me.

i was thinking of the city when i filled it in, only noticed after reading your post.

Thinking that only the city had those initials actually prevented my completing it for a while.

Please would someone help with the parsing of 11ac? I got the answer - synonym for "rubber" - but even after leaving it for some time, still can't figure out how to arrive at it! Thanks.
