4d Aberayron fits the clue but is rather politically incorrect. The rural district council with that name was abolished in 1974 and the town is now normally known as Aberaeron (the Welsh spelling) even in England!

Thank you Trevor and Mamya, I posted late last night and was delighted to find answers this morning and that I have finished this one with your help.
Hi Harrhy, Aberayron not the only slip, one clue refers to a shire horse and Punch is part of the answer, whereas a Suffolk Punch is not in fact a Shire horse, they perform different farming functions apparently.
