Looks like it might be BUSTLE. BUS + anagram of LET. But why? Ingenious - adjective; bustle -
noun and verb. And what has ingenious got to do with bustle?

I think the answer's Subtle, ingenious. The passenger vehicle is 'bus' - and I took it that 'set up' meant it became Sub, with the let .
