22d Atomiser - 34 refers to the clue 34d the answer to which is Scrooge. This gives you miser. I can't quite parse the first bit but an atomiser is a mister.

Brendan (& chrise) ~ "who's" is "who has" rather than "who is" in this case, so the solution works. Possibly deliberate ambiguity by the setter.
