I have the required final 'roundly accurate statement', but I arrived at it by a simpler method than carpox is suggesting. I don't quite understand his either: in what way does that method determine that the letter to be written in the 1st cell (row 1, column 1) is a 'P'?

demeter: before the final grid fill there is another instruction to be obtained that leads, inter alia, to the insertion of 'P' in that first cell.

I have the new instruction but it makes little sense. Which are the 3 cells which are not dealt with? And does 'group' refer to the original 'consistent groups'? I can't make any sense out of that.

escuan: in the first row, only the fifth cell retains its digit. The first four cells yield two two-letter words.

Ah, I've completely bypassed that previous instruction.

But if cell 1, containing letters from group 9, gives the 9th letter from clue 1, I presume cell 2, containing group 6 gives the 6th letter from clue 2 ('N').

But this method seems to give this: I N R D W S . . ?!

Could you explain the step I'm missing, please?

As I say, I definitely have the final statement, but I'm really curious about the bit that I've missed.

demeter your method is correct, but your fourth decode is wrong. A simple ( and correct ) change will start to make some sense.

I'm confident I've got the (roundly) accurate statement but I can't understand the " for next step" instruction. It doesn't seem relevant. Any hint would be appreciated.
