I've seen several NY Times crossword puzzles with this symbol :: - what does it mean? How do I solve for it?

Example:

Gaggle : geese :: exaltation : _____

or

Clio : history :: ___ : lyric poetry : _____

I think it means "equivalent to"

For instance

gaggle : geese = exultation:larks

clio : history = erato: lyric poetry

I don't know about the sign, but it's an exaltation of larks
