2d: Clue reads "cat starts to prowl around without hesitation" (4)

Answer is 'puma'. PA from the 'start' letters of prowl and around, and 'UM' from hesitation.
But shouldn't the clue read .......'WITH hesitation', rather than 'without'?
Interested to hear your views!

without can mean outside or around.
