2d: Clue reads "cat starts to prowl around without hesitation" (4)

Answer is 'puma'. PA from the 'start' letters of prowl and around, and 'UM' from hesitation.
But shouldn't the clue read .......'WITH hesitation', rather than 'without'?

without can mean outside or around.

Taking it to mean 'outside', then that makes good sense - Many thanks, Albert.
