Too many bad workmen blame it (4). T?O?

I think it's "tool" but don't know why !

too (l=50=many?) Terrible clue if that is the explanation.

I know that 'bad workmen blame their tools', but for 'too' to be in the clue as well as in the answer seems to me be poor. Also L = 50 as many is OK, but hardly good.
