Reassign - reign is rule, and 'a ss', a couple of shillings fits in the middle (breaking).

Completely misinterpreted the clue.

Although, I have to say, the Jumbo Cryptic this week was much less of a challenge than the regular Saturday cryptic.

Another Times typo? Should be 'allocate' in the clue, I think.

I thought exactly the same thing, otherwise the definition is past tense and the answer is present.
