From Middle English forthcomen, from Old English forþcuman (“to come forth, proceed, arrive at, succeed, come to pass, come true, be born”), from Proto-Germanic *furþa- (“forth”), *kwemaną (“to come”), equivalent to forth- +‎ come.

Loculus:
: a small chamber or cavity especially in a plant or animal body

so all I can decipher from the above is "be born from a plant/animal cavity". Maybe something to do with "springtime".
ie: spring lamb, new shoots, etc

I don’t have an answer but I would be wary of “forthcome loculus” I think that this is the result of putting your letters into a random anagram solver which generates all the words that can be derived from the letters without reference to sense. I am sure that Olbib was trying to help and acted in good faith but I don’t think that this is the answer for which you are looking.

I found such a site, put in your letters and got this-

good afternoon.firstly apologies to clell,ab and busby.i did indeed use an anagram solver search engine to get the answer to your anagram clell.on second thoughts i had never heard of it!,but the letters did fit! sorry to mislead anyone.you guys are amazing on this site! 9 19 29 39 49 59 69 79 89 90 91 92 93 94 95 96 97 98 and two for 99?
Of course if you walk on the even numbered side of the street you would only encounter 5 nines...
