Can anyone help with the parsing for these....

25a. Handle small piece with only two tenors (5) - TITLE (Handle) I presume 'Two Tenors' = TT but I can't see the rest.

28a. There's dope in the republic (6) - TURKEY? Is it a cryptic definition or am I way off?

Small piece - Tittle, remove a 't'
