Please help with this clue.
Dead Monarchs carriage,say, in Westminster (5,5,4)
?????/?????/???E
Also please explain when a clue has "say" what this means.

Say 'carriage' implies here that it is not a vehicle but that it sounds like 'Gait' the way one walks - so a sounds like indicator
