I'm stuck on two clues - any advice will be gratefully received!

16 across - 5 letters
Clue: Spots operative angrily turning over bags
I've got N - E - I

I tried the Quicksolve page and the only suggestion it had was NOEMI (Ruth's mother-in-law in the Bible) - which I thought was spelt Naomi.

48 down - 7 letters
Clue: Flowering to start with spring eclipse
I've got O-T-U-P
It looks as though it could be OUTCROP, but if it is, I've got 55 across wrong.

I thought some of the clues were more involved (or Byzantine!) than usual!

Naevi - reversed in the clue
Birthmarks
Not sure where the bags come into it
