If it is I am left with 11a. S American capital, one not included in exotic cruise (5) S-(C)-R. It looks like an anagram of CRUSE?

INDUCED looks good - IN (elected) DUCE (leader) D(emocrat)

I agree the other looks like an anagram of CRUSE, but I can't find SECUR or SUCER!
