Thanks for that Cloverjo. I have been able to make some progress but 5 across and 9 down are proving troublesome. Also, if 6 down is wadmal and 16 across is kilned I cannot reconcile the encoding. Any pointers in the right direction would be very welcome.

Have managed to tease out all the answers bar one thanks to the kind help of people on this thread. Assuming that I have 9 down correct - and the encoding fits - I cannot get 16 across ( Interjection to incite Roman coin bank to return - 4, two words ) even with trying to decode from what i already have. A nudge in the right direction would be appreciated.

Have struggled with this and done most of it, but am stuck on 9d "Criminal wanted with this barbarian could be mean and wasn't rotten" 12 letters. I think it starts with TR (reversing the code being used by the compiler)

I also can't get 20d) "Not primitive notes that can't be beaten" (7) This is not an encoded clue and I have n?me?es, but wonder if these letters are correct

"TRANSMONTANE + wanted" anagrams to "mean and wasn't rotten"

NE = not (archaic)
MESE = a note

NEMESES can't be beaten

Coming to this puzzle well after publication and still struggling to complete it as a learning exercise, but many thanks to kilgore trout for the assistance here, especially with the composite anagrams. Very helpful thread.
