Could be REGRESSED ?
4 down " offaly town,we hear, sounds awfully cold ! "
4 letters ?r?r
refers to birr i think the second letter R is correct
9 a. " fitting occasion for a head occasion for a head of state ?"
i have coronation.
this 3rd letter R gives me the 2nd letter in 4 down above.

You do not give the clue for 17d.
Coronation looks good for 9a.

there is no other info on 17 down . 9 letters , first is d a straight line and r is last letter
ROSEBUD often sets clue in this manner.
for instance 23 d . reads D ,a down arrow line to final letter R.
the answer is actually RAISED
so possibly the ans. to 17d. is meant to be reversed too i.e. r first letter and d the last
a regression.

i could not get BRRR.
NOW I HAVE IT.
