the second depends on the answer to this one and is

CHAFFINCH - CHAFF is the "teasing"

In that case the second clue is ? a ? s

I think the setter might be a dog.

I was wondering if it could be laps as in short for lapse and what the overweight (maybe) crossword setter needs? does this seem feasible?
