Why does "boring regional broadcast" = "antiseptic"?

Is it a value judgement?

Thanks for that my electronic friend gave me antiseptic as an option but I simply could not see the word play

and DUSTS - I have a long way to go in cracking crosswords

Presume they are using 'regional broadcast' as soundalike - Aunty's/Antis

I have heard "antiseptic" used to mean "boring", but I always find it odd.
