Answered in another place as HAVE A HIDDEN AGENDA, but I can't parse this at all !

Cannot get there Mikey - have played around removing double letters (couples) and VI (six), but it won't click.

Thanks mamya. I am going to open a bottle of Pinotage, to see if some lubrication from the inside might help !

The Star of David (mAGEN DAvid) has a hidden "agenda" and consists of 6 lines/points... can't see how that can be "6 horizontal couples" though.... (drowns, having grasped at one too many straws.....)

The six horizontal couples refer to the six lines of across clues above and below 19A "A hidden agenda":
