20A Sent into the corner as before ? Certainly worthless to follow refusal.

I've only "progressed" as far as ?O??SH??EN ( perhaps an error there) and can only arrive at a solution that appears somewhat too coarse. ie I'm stuck and would appreciate a nudge.

NO OK SHOTTEN
no = refusal
ok = certainly
shotten = worthless

Many thanks for that speedy help. It now seems very simple but I was some distance from the penny dropping moment.
