I'll bet it's a typo. If you really are supposed to substitute trams for trains it's a very unfair clue.

i'd bet my bottom dollar that Aristo is correct - it's a typo - the letter count seems to confirm it.

I reckon so too, something else bothering me is that if "sway" is the anagram indicator, what part does "is taken" play?

This is still "eating away " at me.
If buses is an acceptable synonym of trains and likewise use is of bend (as in bend the rules) then as "bend is taken" would leave bs. "Sway in" would have to be "and master" inserted which I'm not happy with but perhaps food for thought for someone to muse with.
This line would satisfy the mechanics of the clue!

You know what? I've spent all day mulling over this clue and I'm starting to wonder if it's just a sloppy clue. I'd be delighted to proved wrong though. This setter is normally pretty conventional however.

Sorry to keep harping on about a theme but

Mastery is a synonym of sway, take the y (bend)
Trains = bands?
