the confusion is endless. I've been looking all weekend for a persian cat and when they say reveal personal number it looks like someones own private mobile 07043 etc but its a premium rate number, so is 07036 and they put headlines such as 'due to time wasters etc' so you think they are weeding people out by using their mobiles but this is not so. I e mailed one but up popped the reply, use this number to telephone for more information. There was so much messing with the various sites I'm sure some of the animals were non existent

Have you tried googling the number (in double quotes)? You might find other people have had a similar experience.

This information comes from Which magazine: 070 cost

Watch out for 070 codes. They look like mobile phone numbers, but can cost up to 50p a minute. 070 phone numbers are intended to act as a forwarding service – known as personal numbers, they divert calls to the owner's location.

However, because they are easy to mistake for mobile phone numbers, some criminals use them to try to con you into calling them and making money out of it. If you receive a missed call on your mobile from an 070 number, do not call it back – it is likely to be a scam.

Also if you are looking on Free Ads or suchlike, they automatically assign an 070 number to the advert, in order to keep the seller's details private, so it could be that. Hove you tried your local Cats Protection League, or animal shelters? They might have just the cat you are looking for.
