Trout is there to lead you to 'scale'

Thanks, Mamya. I solved the clue only because I had all the letters, and think it is one of the most obtuse I have come across. Yes, trout have scales but so do many other fish and 1:25 is a scale, but why model - why not a map or technical drawing. Not up to Phi's normal high standard, methinks.

There was an all-important ? at the end of the clue, indicating that 'trout' was just an example. True models are always 'to scale'. It's a good clue and took me a bit to crack it.
