I can't work out if 13a should be Eternal or Sternal.

Bone's unchanging? It changes at the front.

Unsatisfactory clue, but I think STERNAL is favourite - it implies "unchanging" (eternal) changing at the front. Also STERNAL is "bone's" rather than "bone", so it wouldn't work the other way round (I think!)
