It's a semi acronym - QUAsi Autonomous Non Governmental Organisation - basically a (sometimes self-) appointed committee that reports on a particular area of interest. Got a lot of bad press in the 90s.

Found it in CH & Bradford's. British term not known here, at least not by me.
