Need the parsing for these:-

Governing body installs writer in neighbourhood - LOCAL AUTHORITY (Governing Body)

Rod's graduated, the fool! - DIPSTICK (Fool) I know it's a ref. to 'Only Fools and Horses' but what's the relevance of 'Graduated'?

first one is writer=author inside locality

dipstick is a gradulated rod for measuring oil in the car etc.

graduated circle is the dip circle rod is stick

A dipstick is used for measuring oil in the sump it has a maximum and minimum markings on it, and to that extent it is graduated.

i think andyc and jazzgirl are correct just ignore my stab in the dark
