Need the parsing for these:-

Governing body installs writer in neighbourhood - LOCAL AUTHORITY (Governing Body)

Rod's graduated, the fool! - DIPSTICK (Fool) I know it's a ref. to 'Only Fools and Horses' but what's the relevance of 'Graduated'?

A dipstick is used for measuring oil in the sump it has a maximum and minimum markings on it, and to that extent it is graduated.
