Morning. Negligence shown as blunders lead to feasts in open boxes 14, ???P?????????? second letter might be E

Scrupulously clear out flakes before decoration, 3,4,7 O?K?E?F?L????? something's not right there but the K comes from an anagram. wondering if they've put the wrong letter breakdown as confident of other letters.
