Anyone got 20a and 22d ? Also struggling with the clue of the week. Is it an anagram of "has ny to" . Really stuck on these three.

22d. Dutch portrait painter, friendless on failing. (4) with L*L*. So far.
Clue of the week is "Has New Year's resolution to stop supply of drink. (3 with first letter S, 4)

Not sure I get the answer "Say when". Can see the letters H, A, S, N and Y but where do you get the W and E ?
