8a Phoney US man left in charge is chaotic (9)

I think this is 'shambolic', phoney = sham, left in charge - lic, but that leaves bo = US man, which I can't see.

Yes, me too. Those two letters are more often than not clued as a reversal of Old Boy (as they are in another of today’s puzzles!), so the American slang makes a change.
