There seems to be only one possible answer to 17A, but I'm damned if I can parse it, no matter how many different ways I try to 'spell it out'. Can anyone enlighten me?

Phil, you may spell it this way if you were using the phonetic alphabet.

Also, can’t see first word of 15D though I’m not confident in my 19A answer.
