I wonder what the protocol says of puzzles that direct one to Brewers, or as today's Spectator a certain section of Chambers?

The Pennington protocol should enable you to work out the answer from the wordplay. But of course that doesn't work for the Spectator with its (sometimes tiresome) unclued answers that are taken from word lists.
