I am going through Paul's back catalogue. The clue:

15, cut tramp in question (7,6)

The answer to 15 is KNOT

so:

KNOT = MATT
CUT = HEW
TRAMP = WALKER?

Who is Matthew Walker (There are several) and why question?

The definition is 15 (a type of knot).
Question is ‘matter’ with ‘hew walk’ inside.

Curiously, the real name of Guardian setter Tramp is Neil Walker, but I don’t this has anything to do with the clue.
