I think the 'noisily' indicates a sounds like -Seeder, drill, noun.

Also, the clue suggests that the answer is a verb.

A better clue might have been: "A noisy drill in wood".

Colmm, thanks. The drill isn't 'noisy' - the 'noisily' is in the clue to indicate that there's a 'sounds like' element. Sometime a clue has 'in audition' or 'we hear', just to indicate a homophone.
Seeder is defined in Chambers as 'a seed drill', so that part is definitely fine.
