Can anyone help me parse 1d Border enforcement chief, in case London's not as bad as Farage & co claim? I think the answer is crime rate but don't understand how it relates to the first part of the clue.

It'a bit clumsy IanW99, but it's "Rim" (border)+"e" (first letter of enforcement) inside "crate" (case).

Thanks regeff… I had got all of the gist of 1d but still could not get the answer. Your help made me realise that I was trying to fit it into 4,5 rather than 5,4. The only thing that seemed apt was “GRIM TRUTH”!
