I must be being thick, I still can't see what 24d can be, and if it is slick I can't parse the clue at all.
What has Bill Clinton got to do with "Main film's glib"?

An oil slick is a film on the sea (main), and slick also means glib.

I didn't understand the Bill Clinton references either!
