I have two sharing one attribute, but struggling with the other pair. I am finding the preamble more difficult to understand than completing the crossword proved to be.

All finished now. Got the two pairs in the grid and thee two locations beneath it. Rather an easy start to the year, lets hope it doesn't last!!

I can’t find any evidence that the first location is correct, as opposed to the usual 4-letter location of the attribute in question. Have I missed something that justifies this location being the solution?

Out of the first 16 clues I tackled, 11 were anagrams (full or partial). Disappointing.

oddly, having Googled, it seems that most were at the attibute location in the puzzle although 23's was at the attribute location that you've suggested.

All done - and I share the slight doubt about the first location. As far as I understand that is the location of the generality of such attributes but the specific attribute associated with 23 (and the second related across entry) is located elsewhere.

I agree. Unless I'm missing something, one of the locations is wrong (I was at the relevant museum at the correct location earlier this year).

Not 100% sure of my answer to 7 as I can't parse the wordplay.

Smelly, in this case the location you visited was, unusually, not the case.

I can't quite fit 7 either, but am sure of the answer. With what must be the correct letter omitted, I have [1 + 2] reversed (elected?) in 2 (?), giving the definition provided by the first word.

I took 7d. as an anagram (Liberal), with definition as 'Councils elected'.
