Puzzled by 4a "Illicit drug bundle - shipping hazard (3,4)". I have ?C? P?C? so there is an obvious answer - but I thought the words were usually reversed? As given, I thought the answer is a thing used to treat injuries!

Chambers does give it as an alternative to the more usual way round.
