I don't know if there is a glitch with the way this puzzle is displayed online but I can only see the first 4 of the down clues. In order to enjoy solving this puzzle, I have found some Latin words that fit the remaining spaces and the clues for these are:
6. Those who are coming over and interfering.
7. Someone lying awake (adj.)
10. He rings round
12. To be hung
15. I am getting wet
17. Cheek!
I don't know if these are what the setter intended but it seems to me there are not many words that fit.

If it is an online glitch you might find that if you open the puzzle and email yourself a copy you can see a pdf of the whole thing. It worked for me

Thank you Quisling. I have now managed to read all the clues by downloading the pdf of the puzzle. Thank you for the down clues and I am interested to see that several of my suggestions more or less correspond with what the setter intended.

I’m glad my idea was helpful. It’s not a puzzle I do, but I noticed a very good correspondence between your intuitions and what the compiler intended!
