12d State that is American at heart? (5,6).
Looks like 'Rhode Island' but I can't parse it.

18d Recalled piece about old commercial deficit (5,3)
Looks like 'price gap', but again, can't parse it.

46 I think a Oner is a heavy blow, US is American and O is ring, circle.

3 Issue, emit, verb, brought up = reverse/upwards, so Time, One = I. Must introduce indicates that the One goes before Time, I think.)

Quite correct, Malone, this is what Chambers has to say about “oner”…

oner, one-er or wunner /wunˈər/ noun (all meanings informal or slang)
1. A person or thing unique or outstanding in any way
2. An expert
3. A single, uninterrupted action, process or operation (as in in a oner)
4. A £1 note
5. A heavy blow
6. A big lie
