Stumped by 27a: BBC chief involved in erratic mishandled case (9)

My crossers are C???R?D??

I can only see Cambridge, but can't parse that, so I'm sure it's wrong. It's possible my D is wrong too. Hints rather than the answer would be appreciated. I'm not even sure what the definition is!
