I don't have an earthly on these two answers:-
1 Down - "Appear to turn up bottom of skirt: before me, too" (4,4)
I have --M- H-R- (which would seem like "COME HERE")
18 Down - "Ship on water only held by chain across harbour" (6)
I have -O-T-M (not too many words fit)

Your second word at 1 down is correct, the definition is "me, too". 18 down is an abbreviation for abstainer inside "a chain across harbour". It's a prize puzzle so I shouldn't give direct answers.

Note it’s “appeal” not “appear” in the clue for 1d. This gives a two letter abbreviation, then 3 letters reversed for bottom of skirt and 3 letters for before

I'm halfway there, Bobby, but I can't equate "ship" to what appears to be the answer. I'm not much clearer on the 4,4 above it, only that it might begin with an "S".

Many thanks, Jono -I can see it now! I didn't have the first letter when I posted the query, but on solving 1 Across, maybe I had to be this!
