clue - Is it safe to call for trumps?

Can someone explain this answer?

a) peter is a slang term for a safe - a peterman is a safebreaker
b) when playing bridge, following with a high card before a low card is called a peter, and indicates the player has no more cards in that suit so could trump another trick.
