I believe the first word is UTTER = say
For the second word I have ?U?? - could be BUST? UTTER BUST does not sound right though. Do you think this is right?

26 Down - In bed but failing to get hard (3,2) I have ??T?P.
Could be NOT UP?
These are my last two so help would be appreciated.

I've finished the whole thing but I'm stuck at the mechanism of 21 down. I know the answer is 'threat' and the definition is 'hazard' but how does it get there? 'In that place that's rid of earth hazard'? I know it's staring me in the gob!

I've only just got around to PE 737 so a bit late with this question.
4d: Talk of ex-deputy PM losing a scrap (5)
Letters so far R _ L _ I_
Only word I can find is Rollic, meaning scrap, but can't clue that out at all.
