I think the answer is lay bare, but I can't parse it fully?

Lay is to lay a bet, I.e. gamble, and a bear is one who expects the stock market to fall. So bare is a homophone (of dictator)

Yes, lay bare; lay (gamble) + sounds like bear (a stockmarket term).

I think this is LAY (gamble, as in lay a bet), then a homophone (dictator) of BARE/BEAR (one forecasting a fall, as in a bear in the stock market)
