I have c. n. c. Answer is conic. I see cryptic part, but definition. 'like. A party hat' will not do. Any help appreciated.

28 across: Wrap-around garment's - grand and not equally twisted. (6) Answer is sarong, but need help with parsing please.

Re 20, that’s the way I saw it, although “conical” would be the better term.

I don’t see the parsing of 24d or 25a. For 24 I see is AHA, but what about the B? For 25 I have a philosopher, but can’t parse.
