Appeal to stop building tower D*A*B*R

I can only see DRAW-BAR but where would "building" come into the wordplay?

I think here ‘building’ is simply a link word, as in ‘giving’

Hello, need some help with this week’s Sunday Times cryptic crossword.
9a Wind up with a closing passage. (4) ?o?a. Looks like “coda” but not sure how to parse.
19a Turkey is part of this region in retreat. (4,4) ?e?r,?a?t. Looks like Near East but have been unable to parse.
21a Great band on the radio. (6) a?r?n?. Looks like “arrant” but again not sure how it parses.
Last one!
24a talking without interruption? Shut up! (6) ?n?e?n looks like “intern” but can’t see why. Any help greatly appreciated.

9a A cod is a hoax or jest, so ‘wind up’ + a, meaning a closing musical passage

9. Cod = wind up, tease etc +A, in the clue.

21 Airing, on the radio (given an airing, being played etc). AI = great, Ring = band.

19 Nest, retreat, Area, region - Ne area st, Near East.

I think this is “intervention” (agency) where intention (plan) includes “e” for English and RV (revised version = Bible). Thanks to all for the previous replies.
